There were five miles of congestion on the M5, causing delays of 50 minutes.
This followed a crash on the southbound carriage between J4A and J5.
All lanes have now reopened, but “residual delays” remain, according to National Highways.
The M25 is also partially blocked after a multi-vehicle collision at J28 (A12).
Wiltshire Police received numerous calls about a Ford Fiesta driving the wrong way down westbound carriageway, near junction 17 (Chippenham) on Sunday.
Reports came in around 4:30am.
The vehicle was tracked to McDonald’s in Bath Road, where a 63-year-old man was arrested.
He has been released on bail as the investigation continues.
A spokesperson for the Wiltshire force said its officers dealt with five separate suspected drink drivers across the county on Saturday night.
They said: “Remember that the limits around drink driving are in place to save lives.
“Even one or two drinks can impair your ability to react on the road and reduce your coordination and concentration.”
