It is thought that the XL Bully attacked Mr Langley after he moved to protect Beau, who survived.
Mr Langley had “stopped moving completely” by the time cops arrived at the scene and shot the beast.
Paramedics gave him CPR for around 15 minutes before he died of his injuries.
A 44-year-old man reportedly known to Mr Langley was initially arrested on suspicion of grievous bodily harm.
The man has now been re-arrested on suspicion of murder.
Another dog was also seized at the scene of the brutal mauling.
Mr Langley’s friend Michael Kennedy told the Evening Standard: “He was really thin, he would have no chance against a big dog.
“He was a really nice lad, he came from Liverpool, he was a lovable rogue you might say.
“He never did any harm, he was not a violent person, he wasn’t a hard man, he wasn’t the type to go looking for trouble.”
Titan had reportedly attacked two other people before the bloodbath.
Ian’s friend Janice Gonzales she she was aware of two other victims but believes there could be more.
A spokesperson for Northumbria Police said: “We are aware of comments about concerns previously being reported to police in relation to dogs in Shiney Row, Sunderland.
“We can confirm we will be reviewing these reports.”
