Footage taken on a business owner’s CCTV showed a man pull out a machete from his rucksack and start slashing in broad daylight.
Armed cops responded to the incident just after 3pm along with a police helicopter and a Herts Air Ambulance.
A shopkeeper, who asked not to be named, claimed a man armed with a machete came into his store at around 9.30am.
He allegedly demanded tobacco but was refused because he did not have the correct ID.
The man then kicked off and then returned at lunchtime smashing up his shop.
Oaklands College said earlier on Monday: “We are aware of an incident that has occurred outside our St Albans campus today.
“Please be assured that we are supporting our students and college community in this matter.”
The Sun Online has contacted Hertfordshire Police for an update.
