Footage from the scene shows the unknown man wearing a backpack and holding an unidentified object in his hand as he stands on top of Smolensk monument.

Local media reports that several hundred officers were involved in the operation.

“No entrance, there is a bomb,” a police officer said at the scene.

“At the moment negotiations are going on, on the scene there are negotiators and counter-terrorist officers,” a police spokesperson said.

He declined to comment further on the ongoing incident, but told people not to go anywhere near it under any circumstances.

The streets all around have been closed, according to local sources.

A guest at the Sofitel hotel, which faces the square, said they had been told to only leave the building by the back exit.

The black granite monument commemorates the victims of an air disaster in 2010 that killed 96 people, including President Lech Kaczynski and his wife Maria.

It comes just a day before high-stakes elections take place in Poland.
