The fire and ambulance services were both also called.
Devon & Cornwall Police confirmed the incident is ongoing in a post on X this morning.
Despite the accident, the hospital remains open.
Devon and Somerset Fire and Rescue Service said: “We received a call at 10.47am today reporting that a vehicle had collided with a cabin at Torbay Hospital, Torquay and there were reports of people trapped.
“Four crews from Torquay and Paignton fire stations were dispatched.
“On arrival the driver was already free and clear but two people were trapped under the car.
“Crews have lifted the vehicle and both casualties are now clear and being assessed by the ambulance service.
“Crews are still in attendance to assist partners and to ensure the scene is safe.”
A number of traffic diversions are in place, according to Torbay and South Devon NHS Foundation Trust.
It said route changes are being used to support emergency services to manage the incident.
As a result, one car park on the site has been closed.
The trust also advised those due to attend appointments to use public transport wherever possible and allow extra time for their journeys.
Torbay Hospital serves as the primary health centre for South Devon.
