The councillor was standing in front of a Christmas tree and was oblivious to what many thought was a rodent running behind on a ledge.
Cllr Osborn said: “Merry Christmas to everyone at Harrow Council.”
Viewers were left stunned that no one on the council’s team had spotted the intruder in the background before posting the video.
The footage has since gone viral on social media with Twitter users weighing in with their opinions.
One wrote: “How did no one in harrow council spot the rat running in the background.”
Another said: “Must be why the pest control team aren’t in the video message.”
A third wrote: “That’s a Councillor..not a rat..”
“LOL, thats funny. I had to slow the video down to realise its a hat,” said another social media user.
The rest of the video showed a number of different workers who provide valuable public services to the area.
Recycling teams, the food waste crew and street cleansing staff all featured in the video.
The parks team, gritting crew and arts centre workers also made an appearance.
