The hit-and-run driver has been jailed for mowing down young Casey and the heart-stopping footage was captured on CCTV.
Cowardly driver Kurtis Dwyer, 35, fled before dumping the car then later insisted: “I dropped my fag”.
Casey was blissfully playing with her beloved birthday present scooter with her mother and brother on a pavement in Grangetown.
The shameless driver collided with her after wildly turning a corner and overtaking another car.
He sped into the little girl, dressed in purple, much to the horror of her helpless family.
Speaking at the time, Casey’s mum Rachel said: “It all happened so quickly and I just thought she was dead. I thought she had been killed in front of me.
“The car just lost control, crashed into Casey who went against the wall and then just drove off. I was just standing there screaming.
“People out there know something. It is very lucky that my little girl was killed and someone needs to come forward with information. Next time it might be a fatality.”
Miraculously, Casey escaped with only minor injuries although was left badly shaken by the ordeal and suffered PTSD.
The driver later phoned Casey’s father saying: “I didn’t know I hit your kid” insisting he had lost control after dropping a cigarette and handed himself into police.
Dwyer, who was known to Casey’s parents prior to the crash, admitted dangerous driving.
In a victim personal statement, Rachel said: “Casey left the incident with numerous bruises and scratches. There was an angel looking down on her that day. She was a very lucky but unlucky girl. The hospital records and photographic evidence confirm this.
“Casey is five years old and the emotional impact on her has been severe.
“She has been living with PTSD since the incident and is in daily fear of any cars, crossings or the road in general. Before this incident happened she was a confident happy little girl and she never had any issues. Now she is glued to my hip constantly.
“She received that scooter for her fifth birthday and loved it. She would ride it back and forth to school everyday. She has only ridden her scooter twice since. Even when she did she would have to be by my side holding my hand.”
Judge Simon Mills jailed Dwyer, of Grangetown, Cardiff, for 14 months and banned him from driving for three years.
He told him: “You admitted to the probation officer that you saw the child and yet you drove off. You’re then seen on CCTV making your way from the car in complete cowardice.”
Judge Mills said Casey “should be playing with friends and instead she is going to counselling” and that Dwyer had stolen “one of life’s joys” from her.
