Thames Valley Police have since arrested a 68-year-old woman from Oxford on suspicion of manslaughter and causing or allowing the death of a child/vulnerable adult.
She remains in custody, after also being arrested on suspicion of preventing a lawful and decent burial of a dead body.
Speaking to the Oxford Mail, Levi Smith – who was performing tree maintenance opposite the building – said there were three people wearing hazmat suits inside the block.
Plowman Tower was one of the first tower blocks to be built in Oxfordshire.
It used to mainly be social housing but many of the flats are now privately owned.
Each block has 85 flats split over 15 floors.
