A CONVICTED murderer and child rapist moaned that being transgender has stopped their bid to move to an open prison.
Previously known as Robert, the prisoner was sentenced to life for murder in 1981 and was then convicted of raping a child after being released on licence in 2000.
Court documents refer to the 66-year-old — who has been known as Raven since 2021 and is living in jail as a woman — as “she”.
The filings do not reveal a surname, but show the lag applied to be moved to a less strict jail.
This would mean the killer could work in the community and only be under minimal supervision when locked up.
The lag is currently serving a 16-year sentence for rape of a child under 13, having been convicted in 2013.
Details of the original murder offence are not given in Parole Board documents obtained by The Sun on Sunday.
After a hearing, a decision was made in March not to transfer the prisoner to a Category D or open prison.
Raven challenged this, saying the panel placed undue weight on being transgender.
The lag also said it was unfair the hearing was held remotely as she has learning difficulties and her “understanding of proceedings was limited” and caused anxiety.
Refusing the appeal, former chairman of the Parole Board Sir David Calvert-Smith said there were no grounds to change the decision.
The main complaint was thrown out as Parole Board decisions on whether an inmate is suitable for open conditions cannot be challenged.
Sir David said: “I do not consider the decision was procedurally unfair.”
Documents do not reveal in which prison Raven is being held.
