It comes after 6,616 motorists were arrested out of 56,000 tested in a nationwide Christmas blitz.

Almost half of the drug swabs taken were positive and one in ten of the breathalyser tests.

Men accounted for 84 per cent of the positive readings and three-quarters were aged 25 or older.

Chief Constable Shiner — the National Police Chiefs’ Council’s lead for roads policing — said: “I think we should have the ability to disqualify people by the roadside.

“There are some cases which are so clear, particularly drink driving.”

On charges for over-the-limit killers, she asked: “Why would you not expect to face the full consequences if they take someone else’s life?”

She said there was worrying evidence younger people did not regard drug driving as seriously as drink driving.
