Owning one without an exemption certificate is a criminal offence, though the case against Gibbs-White, 25, is a civil matter.
He was due to appear at Nottingham magistrates’ court yesterday, but the hearing was called off until next month.
Some Prem stars became owners of XL Bullies for security reasons after a spate of raids at players’ houses.
It is understood Gibbs-White is accused of failing to log the dog with the Department for Environment, Food & Rural Affairs.
Police have applied for a destruction order.
But since Harlo has not attacked anyone, he is unlikely to be put down.
There are an estimated 55,000 XL Bullies in the UK, with another 20,000 thought to be owned illegally.
Some 848 non-compliant XL Bully dogs were seized and euthanised by police in England and Wales between February and September last year.
Nottinghamshire Police have named a service dog “PD Gibbs” in honour of his Forest performances.
The force was asked to comment.
Nottingham Forest declined to comment.
