They discovered the four people dead inside – with a probe now launched.
Norfolk Police confirmed all the victims are known to each other and that the horror appears to be isolated.
Investigations by the Norfolk and Suffolk Major Investigation Team are now underway to formally identify the four people.
No further details have been released by police over how the people died but Gary Blundell, a Lib Dem councillor, said there is “no danger to the public”.
One local told the BBC that police are not letting people leave their homes while they investigate.
They added: “I spoke with the officers at the cordon and they said it was likely to be there for most of the day but they would not tell me anything more than that.”
A police cordon is currently in place on the quiet residential estate in Allan Bedford Crescent.
Detective Chief Inspector Chris Burgess, from the Norfolk and Suffolk Major Investigation Team, said: “Our investigation is in the very early stages and this is clearly a very distressing and tragic incident.
“While we’re following a number of lines of enquiry, at this time we believe this is an isolated incident.
“I understand that news of this incident will be shocking to the local community and as soon as we can we will release more information.”
