Initial tests have been carried out and found they are human – though Cleveland Police say the identity of the person is not yet known, neither are the circumstances surrounding how they ended up there.
Staff discovered a collection of bones at the site just off Brenda Road before raising the alarm.
The Biffa recycling plant has been closed as detectives were called to the scene.
Tofts Farm Industrial Estate is just south of Seaton Carew and west of Seaton Common National Nature Reserve.
Police tape has cordoned off the area whilst a blue forensic tent has been seen inside one of the large entrances to the plant.
Biffa have been unable to comment on the investigation that is currently underway at one of their recycling plants but a spokesman has confirmed the site will remain closed for the foreseeable.
Senior Investigating Officer Detective Inspector Chris Pringle urged anyone concerned to get in contact with an officer or to call Cleveland Police.
He also spoke of wanting to reassure the public that if any relevant information comes to light, they will be in touch.
Whilst detectives and officers are working at pace, the investigation could take a considerable amount of time.
A Cleveland Police spokesperson said: “At 11.40am on Sunday, March 30, police were called to the recycling plant at Tofts Farm Industrial Estate.
“A number of bones had been located by employees working at the plant and a cordon was put in place by police.
“Following examination by specialists, the remains were confirmed as being human and since then a police investigation has been underway.”
Detective Inspector Chris Pringle added: “I understand how concerning this will be for those living within our community and the wider public.
“I know there will be families who have missing loved ones and worried about the remains, and I want to reassure you that if any relevant information comes to light, we will be in touch.
“I would encourage anyone who has concerns to please speak to an officer or to call Cleveland Police on 101 quoting reference number 055293.”
