That’s according to The BBC, who claim the 26-year-old is “set to have a medical” with the club in the coming days.
The £51million move is said to be “entering its closing stages.”
The paperwork has reportedly been completed and both clubs are be confident the medical will be nothing more than a formality.
Zubimendi’s arrival could spark a slew of arrivals at the Emirates this summer.
Arteta is eyeing several reinforcements in the coming months to boost his side’s chances of finally winning the Premier League.
Securing more firepower up front is sure to be one of the Gunners’ chief’s top priorities after seeing their title bid peter out.
And the Spaniard, who is an admirer of Sporting Lisbon and RB Leipzig stars Viktor Gyokeres and Benjamin Sesko, is looking forward to the summer ahead, which he’s promised the Emirates faithful will be “BIG“.
He said: “It’s going to be a big one and we are very excited about it.
“The way we planned the first five summers, they were going to be very big and they were going to have different objectives.
“Because the turnaround of players and the objective of those windows was going to be different.
“But now, when you are going to go again, we want to increase the depth of the squad.
“But as well, we want to increase the quality and the skills that we need to go to the next step.”
