In West Mercia, one was found with X-rated content from OnlyFans.
Another, from Surrey Police, accidentally shared a sexual video of themselves on a work WhatsApp group.
Only 29 of 45 forces replied to a Freedom of Information request.
End Violence Against Women director Andrea Simon called for the police “culture” to change.
She said: “It’s a shocking fact that police abusing their position for a sexual purpose leads to more misconduct investigations than any other issue.”
The College of Policing said: “The public expects officers and staff to work honestly and ethically both offline and online.
“Any behaviour which breaches expected standards and creates damage to public confidence in policing can result in misconduct proceedings.”
