Within seconds he approaches a man who can be seen scrolling on his phone and blasts him in the face with a fireball.
The terrified victim ducks before running for cover and ripping off his coat.
The nut pursues him and fires a second inferno into his back before turning on another man.
CCTV footage shows the second victim’s head get doused in flames as witnesses jump for cover.
The 17-year-old was quickly restrained by family members following the January 22 horror.
Police were called shortly after 1.50pm to a teen behaving erratically at the Royal Liverpool Hospital in Merseyside.
No one was hurt in the incident.
He was detained by security staff and assessed by mental health nurses before receiving further treatment.
A Merseyside Police spokesperson said: “We can confirm officers attended the Royal Liverpool Hospital on Monday 22 January to a report of a male behaving erratically.
“It was reported just after 1.50pm that the 17-year-old male had used an aerosol can and lighter to direct flames towards two men in the Emergency Department.
“He was swiftly restrained by family members and no serious injury was caused.
“The 17-year-old male was detained by security staff and assessed by mental health nurses before receiving further treatment.
“The men affected declined to make a formal complaint regarding the incident.”
