THE Prime Minister will launch a war on the “Blob” to get Whitehall to deliver his major changes.

Writing exclusively in today’s Sun on Sunday, he says an “acceptance of managed decline” had seeped into parts of Whitehall.
And he vowed to face down any protests against his “ruthless” focus on working peoples’ priorities.
He is ordering the Cabinet and the next head of the civil service to reform Whitehall to focus on his missions rather than operating like “fiefdoms”.
The PM will also put specific numbers on Labour’s plans so the public can judge him before the next election.
He added: “Yes, there will be obstacles and blockers — maybe even protests.
“And yes, it will take time. Focusing the machinery of government can be like turning an oil tanker.
“Is it any wonder — after years of broken Tory promises, expensive gimmicks and berating from the sidelines — that it’s not just the public that has lost confidence in government’s ability to deliver, but that acceptance of managed decline has even seeped into parts of Whitehall?”
Sir Keir will try to draw a line under recent scandals as he unveils a “plan for change” in his speech on Thursday.
Targets will be focused around the economy, NHS, safer streets, clean energy and opportunity for all.
He is also expected to put markers on income and how kids are prepared for school.
It comes after he lost his first Cabinet minister, Transport Secretary Louise Haigh, on Friday.
Sir Keir added: “It is the most ambitious yet honest delivery plan in a generation.
“Mission-led government does not mean picking milestones because they are easy or will happen anyway.
“It means relentlessly driving real improvements in the lives of working people.”
No 10 sources said the speech signalled the PM’s increasing grip and drive for change.
