This super alliance is designed to take on and defeat China in the new technological arms race.
The deal has been months in the making and will bring billions of pounds of investment to the UK and create thousands of jobs, government insiders say.
Big US firms Nvidia and OpenAI are poised to back major investment in UK data centres.
Mr Trump and First Lady Melania are arriving in Britain for a history-making second State Visit this week, after his first in 2019.
They will be hosted by the King and Queen at Windsor, which includes a State Banquet.
Sir Keir and his wife Lady Victoria will also roll out the red carpet at their country retreat of Chequers on Thursday, where the tech deal will be struck.
Technology Secretary Liz Kendall said: “The United States is Britain’s closest military and economic partner.
“Our Special Relationship has been forged over many, many generations.
“It is a bond forged on the battlefield, in the wars we have waged against tyrants.
“And it is a bond we have cemented in times of peace in the free trade done between our two great nations.
“This week we will welcome President Trump and the First Lady to the United Kingdom to strengthen our ties even further.
“By collaborating closely on technology, we will boost trade, deliver new jobs and investment, and protect our great countries in the years ahead.”
The PM will take Mr Trump on a tour of artefacts from Sir Winston’s life inside Chequers, which have been put on display for the visit.
The President and First Lady will also be treated to a show of military prowess highlighting our Special Relationship — a term which was first used by Churchill himself to describe the close ties between Britain and the US.
Parachutists from the British Army’s Red Devils will drop into the grounds of Chequers carrying the British and US flags.
When Mr Trump arrives, he will be greeted by Sir Keir, along with a full ceremonial guard from nearby RAF Halton, and Scottish bagpipers, in a nod to the President’s mum Mary Anne MacLeod, who was born and raised on the Scottish island of Lewis.
RAF personnel who worked with our US allies in Afghanistan and Iraq will take part in the ceremonial guard.
Once inside Chequers, the PM is expected to take Mr Trump through a collection of items from the Sir Winston Churchill archives, provided by the National Trust from the wartime PM’s home at Chartwell, Kent.

They have been selected to reveal Churchill’s close personal ties to the US, and the warm relationship he enjoyed with the American people.
This includes a Stars and Stripes flag flown over the US Capitol to mark the first Sir Winston Churchill commemorative day in America in 1966.
This flag was later given to Sir Winston’s widow Clementine, with the note: “He leaves behind a grateful people in England, in these United States, and throughout the world.”
Other mementos include a miniature portrait of George Washington, the first US President.
Sir Winston was distantly related to Washington through his American great-great grandmother.
Sir Keir and Mr Trump will also host a reception with key investors including GSK, Microsoft and Rolls-Royce.
