The promising carpenter was discovered unconscious in a hallway with the rubble on her back, an inquest heard.
She was tragically declared dead shortly after the horror on December 20.
Home Office pathologist Dr Brian Rodgers gave a provisional cause of death as compression of the neck.
Chloe had just weeks before won a gold prize in the Welsh building skills joinery wards at Coleg Menai after beating young male students.
At the time , she said: “I’ve really enjoyed the whole experience.
“I love my apprenticeship and building houses and have been able to create bespoke pieces through these competitions. It’s taught me so much.
“Winning a medal is incredible – not just because of the effort I’ve put in, but also the commitment from the colleges in preparing me.
“To begin with, competing in a male dominant category was quite nerve wracking, but the guys were all lovely and supportive.
“However, it would be lovely to see more females and familiar faces competing.”
At the time of the tragedy, Chloe was working as an apprentice with student accommodation service Varcity Living.
North Wales Police confirmed her death is not being treated as suspicious and said the Health and Safety Executive have been informed.
Coroner Sarah Riley adjourned the inquest pending further investigations.
A spokesman for Coleg Menai said: “We are deeply saddened to hear about the passing of one of our learners, Chloe Bidwell.
“Chloe, a talented carpentry apprentice at Coleg Menai, won numerous national awards and was well-liked by everyone.”
Varcity Living said it was unable to comment as an investigation was ongoing.
