According to The Athletic, Mosquera is at the top of their wishlist.
Arsenal have made signing the centre-back a priority this summer and have started negotiations.
The Spaniard, who came through the ranks at Valencia, is entering the final 12 months of his contract.
Arsenal view him as ideal cover for first-choice centre-backs William Saliba and Gabriel.
Mikel Arteta is keen to bring in a defender after missing out on Dean Huijsen to Real Madrid.
The Spanish giants are also keen on Mosquera so Arsenal could have another battle on their hands.
Jakub Kiwior, who has been back-up for the previous two-and-a-half years, has also been linked with a departure amid interest from Juventus and Inter Milan.
Mosquera, 20, has made 90 appearances for Valencia including 41 last season.
The youngster has also represented Spain at youth level, featuring ten times for the Under-21s including against England at the Euros this summer.
Arsenal are also expected to finalise deals for Kepa Arrizabalaga and Martin Zubimendi in the coming days.
While they have bid £9.3million to sign Christian Norgaard from Brentford.
