Ms Gray was a senior boss in the Civil Service before sensationally quitting earlier this year to join Labour leader Sir Keir Starmer’s team.

One senior Government source claimed: “The Civil Service is awful at the moment. This is them jumping in trying to please that woman Sue Gray.

“It isn’t a coincidence that the Blob is so chatty after Sue Gray started her role with Labour.”

Prime Minister Rishi Sunak has been holding talks on crunch policies with just a handful of his closest ministers and aides.

Topics leaked included an idea to effectively bar under-18s from ever taking up smoking.

The decision to delay the Net Zero ban on sales of new petrol and diesel cars to 2035 and to block councils spreading out 20mph zones was also leaked.

Ms Gray sparked fury earlier this year when she announced she was quitting her top Civil Service job to join Sir Keir.

Critics pointed out that when she did so, the ink was barely dry on her Partygate report, which had helped to topple former PM Boris Johnson.

Ms Gray and Labour have repeatedly insisted she followed all rules and was cleared to work for the party by Parliament’s appointments watchdog.

There is no suggestion Ms Gray had any involvement in the leaks.
